由于今年金融危机的影响,我国的外商投资受到了很大的影响,为此在3月8日早上,邱立成（南开大学教授）委员提出了名为“利用金融危机契机 扩大利用外资”,在此提案中,他指出为了加强保护外商投资的平稳,必须做到以下五点.
第一,密切关注国际金融危机背景下国际资本流动格局的变化,并对近期国际资本流动的趋势进行判断与预测.评估全球金融危机对我国利用外资的影响程度.
第二,对我国外商投资企业进行较为全面的调查,摸清不同类型的在华外商投资企业所受全球金融危机影响的程度及其运营索面民的主要困难,分析这些企业近期增资或撤资的倾向及原因,并积极地为他们排解困难渡难关.
第三,为防止外资或游资快速流出或流入我国,国家外汇管理局、中国人民银行、银监会、商务部等相关机构加大对出口收结汇实行联网核查管理,严密监视国外资本大规模地流入或留出我国市场.
第四,利用全球金融危机这一契机,积极完善投资环境,扩大利用外资.我国中央政府在应对国际金融危机影响与刺激经济增长的积极财政政策和适度宽松的货币政策等措施很可能使“中国经济将先于欧美经济复苏”.在中长期来看,虽然中国再维持两位数增长的难度很大,但与欧美经济只增长一两个百分点甚至是负增长的经济相比,这有助于增强外资企业对我国的投资信心,可能会为我国中长期吸引和利用外资提供良好的契机.因此,我们应更多的关注国内和国际的经济走势,并适时的采取必要的措施.
第五,在政策角度方面,我们可以考虑放宽个人外商投资的审批；重视中外合资企业个人股东问题；可以放宽2008年1月1日开始实施的《高新技术企业认定管理办法》,覆盖外资高新技术企业.因为按照《企业所得税法》及其实施条例规定,一旦成为国家重点扶持的高新技术企业,就可以按15％的税率减征企业所得税.
